Capt. Cesar V. Arroyo brings nearly forty years of experience to WFP’s air operations. Over the years, Cesar has worked in various capacities in the aviation industry, covering a wide range of entities including military, commercial, and humanitarian players.
Prior to assuming the role of Chief of WFP Aviation in January 2013, Cesar Arroyo served as a Deputy Country Director for WFP in Sudan, based in the North Darfur area overseeing one of the most complex humanitarian operations to date.
Cesar Arroyo holds a degree in Military Science and Administration, and has obtained a certificate in Accident Prevention and Investigation. He also holds an Air Transport Pilot License from the Federal Aviation Administration (FAA ATP) in the United States of America.
